ROLES & RESPONSIBILITIES
A well-established European Petrochemical Refinery with a strong presence in both Europe and Asia is currently expanding and seeking established HSE Engineer for their Construction Safety Business Unit. An attractive remuneration package coupled with various opportunities for growth awaits the successful candidate. Roles and responsibilities will include the need to:
You will be the crucial interface between the In-house Safety Representation and outsourced/external EPCM to ensure that all Safety Initiatives, functions and responsibilities are fulfilled satisfactorily and beyond the requirements of local laws and legislations
Review and approve EPC Contractors Construction HSE Plan, Working at Heights Plan, Traffic Management Plan, and Waste Management Plan and assess that human resources, tools and procedures are in place to implement these Plans.
Take the leadership of maintaining Environmental Health Safety (EHS) Management System. Act as EHS team leader and assist in coordinating all EHS-related programs and resources (occupational health, safety, environmental, IH, Ergonomics)
Able to establish and use measurement systems to determine performance for compliance with EHS regulations
Able to negotiate, communicate and resolve EHS issues with both internal and external constituencies
Developing strategies and best practices within the plant and inculcating the safety culture among all the plant personnel
Reviewing all policies, assessments, permits and any operational duties performed in the plant, with an emphasis on the HSSEQ manuals, emergency response and contingency plans
Being the main point of contact for all investigations, and providing expertise in Root Cause Analysis, preventive and correction plans
Share safety tools, knowledge and training with EPCM contractor and construction companies as necessary in order to meet the Owners Team HSE Objectives.
Review the EPCM Contractors Emergency Response and Oil Spill Plan and emergency drill schedule to test response. Assess EPCM Contractors Management / Supervisors and workers knowledge, skills and abilities to plan and execute the work safely.
Review EPCM Contractors initial and refresher training programs and processes to monitor effectiveness.
Requirements
The successful candidate must possess at least a Bachelors/Masters in a relevant Engineering/Science discipline with at least 3-5 years of prior working experience in an Oil, Refinery, Petrochemical, or Chemical processing plant. Process development experience and Continuous Improvement experience is crucial. Cracker experience a plus, alternatively, Refinery/Petrochemical environment experience is a requisite.
